What is the relationship between the ML and the EN version of Discuz?

I found there are a ML version of Discuz on the SNV server and also a English language pack for download. But there is no install.php file or install folder in the English language pack. What is the relationship between the ML and the separate language pack? Should I install the ML version first then copy a language pack, i.e., English language, to some file folder? Please explain how to install. I only want the English version. Thanks!

Every separate language pack is a part of X2ML version.
You can add or remove any language from X2ML.
